This song is not really titled after any particular event. The first part sounds like a circus with everybody laughing and having a good time and then some terrible unspecified thing occurs, as suggested by the ominous-sounding end section (complete with siren). However, I think the final chord conveys an air of hopefulness (meaning it wasn't a total catastrophe).
